Department of Social Services Children’s Division: Child Care/Early Childhood Services

The Missouri Child Care Assistance program provides assistance with payment for child care on a sliding fee basis for eligible parents/guardians. The purpose of the program is to assist families with child care expenses to allow the parents to work or to attend school or training programs.

Contact your local Family Support Division (FSD) office to apply for Child Care Assistance if you need child care because you have a child under age 13, or age 13+ with a special need and:

• are working;
• attend school;
• are in job training;
• are disabled;
• are being evaluated for training and/or employment;
• have a child with special needs; and/or
• are receiving child welfare services from the Department of Social Services (DSS), Children’s Division (CD).

DSS provides assistance with child care through payment assistance. Eligibility is based on the reason care is needed, family’s gross monthly income (less health insurance premiums), and family size. There is a maximum amount that can be paid for each day of care provided – referred to as the state rate. The sliding fee is the portion of the state rate that you pay based on your family’s income before taxes (less health insurance premiums) and your family size. Grace Hill provides all-day care for children under the age of three at two fully licensed and accredited child care facilities. The centers are open weekdays from 6:30 am - 6 pm, and fees are paid on a sliding scale with scholarships available.

Head Start Grace Hill

Head Start Grace Hill serves 3 to 5 year old children and their families in St. Louis City and provides an inclusive environment that supports children with varying needs. Extended day options are available at all Grace Hill Head Start sites, before and after the regular school day from 6 am-6 pm. Fees are paid on a sliding scale for this child care option.

Licensed for 160 children from birth to age 6 years. Child care center is open 6:30 a.m. - 5:30 p.m. weekdays year-round except for holidays. Daily breakfast, lunch and snacks are provided. Staffed by caring and competent professionals in child care.

Urban League of Metropolitan St. Louis, Inc.

Head Start™ is a national program that provides child development services with a special focus on helping preschoolers develop the early reading and math skills they need to be successful in school. Urban League Head Start operates 4 fully licensed centers serving 726 children and their families and is open from 7:30 a.m. – 6 p.m.

Crisis Nursery/Emergency Respite Program offers temporary care for children whose parents/guardian are experiencing an emergency situation that required immediate action resulting in short term (usually 3-5 days), for children who may be at risk for child abuse and neglect. Also provides emergency shelter to children six weeks to 5 ½ years of age.

SLCN provides short-term, emergency shelter for children, birth through age 12, whose families are faced with emergencies or who are in crisis, as a means of preventing child abuse and neglect. Families may bring their children for reasons including parental stress, parental or sibling illness or death; lack of utilities; food or shelter; domestic violence; etc. The average stay of a child is two to three days. Services each child receives include 24-hour as well as medical and developmental assessments, therapeutic activities, any prescribed medication, and proper nutrition. Families receive parent education and follow-up services.
