LAREDO, Texas (June 1, 2026) – Following a national search, Mercy Ministries of Laredo has named Evelin Manzanares its next president. Manzanares will begin her new role today, succeeding Libbie Casso, who recently retired after 25 years of dedicated service.
Manzanares joins Mercy from Lunera Health, formerly GPW Health Center, where she served as chief operating officer for the Northern Virginia-based organization. In that role, she led operational strategies, expanded patient services and strengthened organizational performance in support of underserved communities.
“We’re thrilled to welcome Evelin to Laredo and to Mercy Ministries,” said Jennifer Brown, Mercy senior vice president and chief legal officer, who oversees Mercy’s outreach ministries in Laredo. “She brings deep operational expertise, strong values-based leadership and a demonstrated commitment to serving individuals and families who need access to quality care and compassionate support.”
Over the past 11 years, Manzanares served in multiple leadership roles at Lunera Health, ranging from systems management to patient relations and enrollment. Her work focused on improving access to care, enhancing patient experience and building efficient systems to support sustainable growth.
Manzanares earned her bachelor's degree in integrative studies with a concentration in leadership and organizational development from George Mason University in Virginia.

Mercy has served Laredo since 1894, when the Sisters of Mercy first arrived in the region to care for the health of the community. In 2003, Mercy formed Mercy Ministries of Laredo to reach those most in need through a Mercy clinic, which provides healthcare and social services, and Casa de Misericordia, a domestic violence shelter for women and children.
